In the days before a hurricane reaches Bell Point, hardware cashier Denise Cole sees Victor Bell buying supplies that make sense individually and trouble her together. His questions about retired foreman Selwyn Grant connect them to the demolition that killed Victor's father fourteen years earlier.

When Selwyn goes to the old depot and fails to leave, Denise must separate what she witnessed from what she fears. Meanwhile, her mother's house, her brother's patience, and the roads to shelter are all reaching their limits. Before the Shutters Close follows the evacuation, rescue, and aftermath across eight linked episodes, resolving the immediate danger while leaving loss, accountability, and rebuilding to living people.
